“Not enough storage is available to complete this operation” when starting event viewer or services.msc or disk management.

I have been experiencing this issue for a couple of weeks now and I haven't managed to nail down the root cause yet.

What is happening:

  • When trying to open strictly Windows-related features like services.msc, disk management, event viewer or edit group policy, I get the following Microsoft Management Console error. "Not enough storage is available to complete this operation.";
  • IE 11 crashes as soon as I try to open it;
  • If I try to download anything with Chrome, all files have their status set to "Failed - Blocked" after that the transfer is completed;
  • When right-clicking on the Windows 10 update icon on the systray and selecting Get windows 10 no new window is displayed and an error message reading "The server {BEBA2AA5-B5A7-4DD3-9AD6-43B24CDD3B7D} did not register with DCOM within the required timeout." is logged by the event viewer (read notes).

What I have tried:

  • I tried to edit the IRPStackSize (h**p://winhlp.com/node/40);

Notes:

  • If I try to open any of the applications I have listed earlier right after I booted into Windows, they function correctly; they will start giving out that MMC error if I try to launch them about 10-15 seconds after windows has been accessed. The same happens for downloads in Chrome: if I am fast enough at the startup time, I can manage to download stuff otherwise they will fail with the "Failed - Blocked" error I mentioned before;
  • Windows update works just fine;
  • Running Windows 8.1;
  • Got plenty of ram (8gb) and free hdd space.

Does anyone know how I could get rid of the MMC error message and restore those Windows 8.1 functionalities I am not able to regularly access any longer? Thank you.

Please run a system file check (SFC) & DISM (if necessary) if you are on win 8 or higher

Sorry I missed the bit about disk space.

The last time you ran SFC/DISM did you get the same messages?  SFC found, DISM fixed?

Makes me suspect an I/O error.  Either HD or registry.  Is this on a local machine?  Is this a server (as suggested in IRPStack thread)?
