Hi

Try to use SEFAUtil form Lync Reskit tools to check if any delegates are added to particular user try to delete using this tool.

http://blogs.technet.com/b/meacoex/archive/2011/04/23/configure-simultaneous-ring-delegate-ringing-and-call-forwarding-settings-on-behalf-of-a-lync-server-2010-user.aspx

Try to check if the user is enterprise Vocie enabled to that particular user.

If not try Uninstalling the Lync Client and delete the Registry Cache.

When user A add user B as delegate, then in main window of user B, you can see the notification you were added as a delegate for. Then B can answer the call on the behalf of A when A is away.

The user has phone keypad as she is enabled for enterprise voice.

If you don use delegates you can also disable or create a new policy for the user:

 In Lync Management Shell run

set-csvoicepolicy -enableDelegation $false

set-csclientpolicy -EnableExchangeDelegateSync $false

Please check also:

The phone panel is related with registry key HKEY_CURRENT_USER\Software\Microsoft\Communicator\OCTelephonyMode.

When the first a PC-to-PC only Lync user sign in, the value of OCTelephonyMode is 0. The use wont see the phone pane.

If an enterprise voice Lync user sign in with the same client, the value of OCTelephonyMode will change to 1. Then you sign in with the PC-to-PC Lync user again, the value of OCTelephonyMode wont change to 0 until reboot of the computer. Then you will find the phone panel for PC-to-PC only Lync user.
