According to the image you have posted ,it seems that there is something with the account .Have you installed any third party software or made any modifications to the system ?
First of all ,please run this command to have a diagnostic and repair of the system : sfc /scannow or DISM.exe /Online/Cleanup-Image/RestoreHealth.
Running the antivirus software to have a full scan of the system .
If it is possible ,create a new administrator to have a check .We may need to enable the built-in administrator account to have a check .
To enable the built-in account ,run "net user administrator /active:yes".
If the issue disappeared with the new account ,we can restore the old account profiles .Here is a link for reference :
Fix a corrupted user profile (It is a Windows 7 example ,but the step should be the same with windows 8.1)

If the issue persists ,we can perform a system restore to recover the machine to a previous point to have a check.

I activated built-in administrator and gave me right. Now I can do anything but this CLSID key error still appears.

Copy this command "dism /online /cleanup-image /restorehealth" and run it as an administrator .
Have you tried to create a new administrator account to have a check ?Will the issue occur with the specific folder or all the folders ?
If it only occurred with the specific folder ,please try this "icacls" command to check and get the permission of the specific folder .

The problem is deeper. I fixed permissions with built-in admin account. Now I as a admin-user (msaccount) can set right to drives, partitions, folders etc... But when I go deeper like on the first screen and press ADVANCED then try to change OWNER this error appears.
I think its good now cause I can get right to folders. That is what I wanted.
