windows 8 wont allow me to change background
I have tried everything and it is still not letting me change the background to a picture

We kind of need more info about the issue. 

Do you have any policy (domain or local)?

How are you trying to change the background?

Are you getting an error message?

Is your windows 8 activated? you wont be able to use personalize if windows 8 not activated.

How did you configure the background? Have you got any error messages?

Usually we can configure the backgrounds here:
Control Panel\All Control Panel Items\Personalization\Desktop Background

In addition, we could choose the group policy and the registry methods:
User Configuration > Administrative Templates > Desktop > Desktop >Wallpaper
HKEY_CURRENT_USER\Control Panel\Desktop\Wallpaper
Replace the path with the image path you want to configure
