My issue is that many of the options seem to be unavailable or nonexistant.

To complete my action, do I have to update the Administrative template for aduc, or

am I on the wrong path entirely?

If you are creating a GPO from WinSrv 2008 R2, then the options will be from that "era".  So, it only knows about the versions of windows that were available in 2009.

Typically, you'd get a report that included "AD/SYSVOL Mismatch".
