In order to determine the actual state Windows is in, run this command in an elevated command prompt and then paste the contents of report.txt in your reply:

Licensingdiag.exe -report %userprofile%\desktop\report.txt -log %userprofile%\desktop\repfiles.cab

Hi

We hope your issue has been resolved, if you've found solution by yourself. We would appreciate it if you could share with us and we will mark it as answer.

If this issue still persist after you running slmgr -ipk "your key", as mentioned by Tripredacus, we need to know which license type you are using. (Some system activated by volume license might become invalid if without re-activation from volume license host in several months)

If you are using a retail license, you might see this error if your firewall settings are preventing Windows from completing the activation process online. You may disable firewall and check if you can activate the operating system.

Warning: After checking the issue, enable Firewall.

To fix the problem, you can activate Windows by phone instead.

  1. Swipe in from the right edge of the screen, and then tap Search.

(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.)

2. Enter SLUI 04 in the search box, and then tap or click SLUI 04.

3. Follow the instructions on the screen.

If you are using any non-Microsoft antivirus please disable it and check if you can activate your operating system.

If this issue still persists, try using activating by phone
