After you have installed RSAT you must install the actual features by looking up "Turn Windows features on or off" in the start menu search bar. Look under Remote Server Administration Tools > Feature Administration Tools and then enable Group Policy Management Tools to be able to manage the domain GPO:s from your Windows 7 machine.

Group Policy Team Blog The tool is for Windows Vista. No Windows 7 version yet. You will need RSAT tool as Andreas' suggestion.Arthur Xie - MSFT

Arthur, that's news to me as I've got the tool for Windows 7 here http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=7d2f6ad7-656b-4313-a005-4e344e43997d Quick Details Version: 1.0 Date Published: 8/11/2009 Language: English Download Size: 215.1 MB - 437.2 MB* Overview **Remote Server Administration Tools for Windows 7 can be installed ONLY on computers that are running the Enterprise, Professional, or Ultimate editions of Windows 7.** Remote Server Administration Tools for Windows 7 enables IT administrators to manage roles and features that are installed on remote computers that are running Windows Server 2008 R2 (and, for some roles and features, Windows Server 2008 or Windows Server 2003) from a remote computer that is running Windows 7. It includes support for remote management of computers that are running either the Server Core or full installation options of Windows Server 2008 R2, and for some roles and features, Windows Server 2008. Some roles and features on Windows Server 2003 can be managed remotely by using Remote Server Administration Tools for Windows 7, although the Server Core installation option is not available with the Windows Server 2003 operating system. This feature is comparable in functionality to the Windows Server 2003 Administrative Tools Pack and Remote Server Administration Tools for Windows Vista with Service Pack 1 (SP1). However I've been hearing problems with the 64bit version of RSAT (because its for AMD it appears) inenewbl if you get the 32bit, here's a web site that help me get the Vista version of ESM working http://www.pyrocam.com/ESM-windows-7 MCSE, MCSA, MCDST
