It is program inside Windows that doing Debugging , if there is error or something wrong in your system it will run to fix it. It only would come if there is issue or problem in system to review and fix.patch are whatever you are getting when you update something, in other word, it is components of update. For example if you update your Windows certain things will download and install these process called patching.
