I have 4 gb ram and when I see in the windows 7 (64bit) properties dialog it reads 3.24 gb usable
what does this mean ?

It means that .76 is used for programs/hardware that starts when W7 loads

Please clarify exactly how you get to this "Properties" dialog. Also,
does it confirm in the same place that you are running 64-bit Windows
7?
