how can i make another user account on my windows 7 beta, to make it to where he can only access certain folders, and only open up certain programs, etc? i cant seem to figure out how to accomplish those settings.

You could create a ’Limited’ account, which would restrict specific folders/actions. However, I have a feeling you want to do take it a bit further that that. If so, you need to laboriously go through and change permissions.

and how exactly do i change those permissions, im not sure where to look to change those

To change the permissions on a folder, right click it > Properties > Security Tab > Edit > Add > type the user name > Check Names > OK > tick the Allow or Deny columns as required then click Apply > OK, etc.
