unable to start windows error reporting service
I have had this issue before; of not being able to start the windows error reporting. when I try to change the settings, I get a message saying that it cannot be changed due to group policy. Any ideas?

Is your ID present in the admin group of the said machine ?

Make sure you the Group Policy setting mentioned here is set to Not Configured:
