There is no VirtualPC available for Windows 8. Use Hyper-V instead.

The Windows 8 Pro and Enterprise versions include the Hyper-V virtual machine manager that was originally built into Windows Server. However, it isn't installed by default. If you want to use Hyper-V, go to the Control Panel, click Programs, and select Turn Windows Features on or off. Choose Hyper-V and click the OK button. After Hyper-V is installed, youll need to reboot the PC.

You end up with two applications: Hyper-V (the virtual machine manager that runs the VM software) and the Hyper-V Manager, where you create or remove virtual machines and .VHD (virtual hard drive) files. Once you've created a VM, you can install any OS you want, including Windows 3.1 through Windows 8, Linux, BSD, and others.

Just use VMware Player and enjoy. (the Hyper-V suggested by others works only on 64-bit Win8).

Just to add to Pavel's good advice.

If you own an older CPU, like Dual Core, Core2 Duo, Core2 Quad, they are unable to run Win 8 Hyper-V. They will run Win2008/2008 R2/2012 Hyper-V hapily, but not Win 8.

You need CPU with yet another hardware requirement - SLAT.

So, if you own an older, but perfectly good PC which you'd hate to throw away, I'd recommend searchin for virtualization workstation from other vendor.

While Microsoft has tried to prevent Virtual PC 2007 being installed on Windows 8, you can still install it and it still works!

But to do this you need to make a couple of edits in your Group Policy Editor (gpedit.msc)

Go to: Computer Configuration -> Administrative Templates -> Windows Components -> Application Compatibility

Enable both Application Compatibility Engine and Program Compatibility Assistant.

Reboot your computer. Download the Virtual PC installation, and then rename the setup file to something different, and then installation will proceed without restriction.

I have more details and pictures to help here: http://daniel-mitchell.com/blog/run-virtual-pc-in-windows-8-bypass-compatibility-assistant/

Hope this helps.
