If you just replaced your hard drive, you will need to boot from a Windows 7 DVD and perform a setup, this will partition the drive and install the OS. Some hard drive vendors also supply boot DVD's to prep the drive for operating system installations. I would consult with HP on the error code, perhaps your HP bios does not recognize the drive and you may need to change your bios settings.:P Advice offered, If you need more help it is advised to seek the council and advice of paid professionals. The answer is always 42, or reboot.
