sticky notes
I accidentally deleted sticky notes even from the bin,can I restore the same.

What do you mean you deleted Sticky Notes?
HOW did you do it?
You can re-activate Sticky notes easily click on Start and type
Sticky Notes
hit the Enter Key

I would like to know where you deleted the Sticky Notes? From desktop or start menu?
You can perform
system restore
to fix the issue. If it doesn't work, you can restore the latest notes referring to the following method.
Please navigate to %AppData%\Microsoft\Sticky Notes folder, right click StickyNotes.snt and select restore to previous version. If you deleted the Sticky Notes' shortcut
in Start Menu, you can find it in %windir%\system32\StikyNot.exe
