The link you gave is an issue/hotfix on .NET Framework 2.0 update and I am afraid it is only applies Windows 7 and server 2008. Since you are using Windows 8.1. We might need more details about your issue.

And sometimes this issue could be resolved by creating a new administrator account, check if this works in you case.
