I'm trying to sideload my application on a hpstream7 tablet, on which the Windows Version is "Windows 8.1 with Bing".

There is an error when I installing a sideloading product key using PowerShell.

After typing "Slmgr /ipk <my side loading keys>" , I got an error message:

Error: 0xC004F069 On a computer running Microsoft Windows non-core edition, run 'slui.exe 0x2a 0xC004F069' to display the error text

"slmgr /ipk ..." works fine on Windows Pro 8.1, why I got this error message on "Windows 8.1 with Bing". Thank.

As I know for desktop edition of Windows 8.1, Sideloading functionality is only available out of the box for Windows 8.1 Professional and Windows 8.1 Enterprise.
