Someone in charge of the network should be able to supply you with the Security Key. It, together with the network name (SSID),  may be written on a label or attached to the router.

Ordinarily, one would go to the Network and Sharing Center > Connect to a network > Click or tap on the one you want to connect to > Connect and type in a Wireless Key.

To connect to a network where the SSID is hidden, go to the Network and Sharing Center > Set up a new connection or network > Manually Connect to a Wireless Network > Next. Type in the Network Name (SSID), select the Security Type and type in the Wireless key.

You may want to tick Start this connection automatically and Connect even if the network is not broadcasting > Next. Subsequent connections will be automatic.
