my security is off and will not come on when i try to turn it on

Go in safe mode and run a scan of your anti virus & anti spy software, first. Reboot in normal mode. Now type 'services' in start menu search bar and hit Enter. Navigate down the Security Center service and ensure that it is set on Automatic & Started. If not, change its status accordingly. Now see if you are able to start Security Center through the Control Panel.
