Hi I have windows 8 and from time to time the scoll bar doesnt work. I move the mouse weell up and down and the screen doesnt scroll it just shakes up and down ,this is in all browsers and even on programs scroll bars, like you can see on this videos link i took of me mooving the mouse weel up and down:
