restart repeatedly.
sir, my operating system is windows 7 ultimate,
when i start the computer then it is open safe mode, normal mode ........ in dos screen. going on count down 30 to 1 second.
i remove all the usb device from cpu.
it is not running safe mode, normal mode.
in windows xp i used the command "chkdsk c: /p" in repair mode.
is there no any command for overcome this problem.
please help me.

Have you made any changes on your computer recently? Did you receive any error message?
I suggest you install the latest driver for Windows 7 firstly.
If it's not useful, please try the following methods:
First method:
run SFC /scannow command to repair:
1. right cmd.exe and run as Administrator;
2. type sfc /scannow and press enter, this may take a little bit to finish;
3. when the scan is complete, you will see some message;
4. when done, close the command prompt.
5. restart the computer.
6. check and confirm the problem.
Second method:

If it persists, you could use Clean Boot to troubleshoot:
