refresh rate will not stay at 60 hertz

I wouldn't worry about it. I believe it to be a round-off error or some such thing. My system does it too, and showed 59Hz under Vista as well. Some programs, such as the NVidia setup, shows 60Hz. Like the WEI score it's only a number and if the system is running fine don't let it bother you.

for me the problem is a little more of an issue than just wanting the number to say 60 rather than 59. Every time I restart or even log out and in my desktop area is effected. It's like looking at a picture with a border around it. This is ruining my "Windows 7 Experience" and I'm mad. Once I reinstalled my drivers and the ati ccc I lost the ability to force the screen back into shape with the utility tools. Oddly enough running wow does force the screen size back to full. as for the rounding error. you are correct. For those of you that have more information I'd like to mention that 59.997 is much closer to 60 than 59. I'd still greatly appreciate any help towards a fix.

Monitor Monitor Name Generic PnP Monitor I believe that the source of your problems lies here. If the monitor is being reported, in Windows, as 'generic plug and play' then the specific make/model of monitor has not been adequately identified by Windows and thus the configuration setting specific to that particular monitor may not be in use.The situation exists for a wide range of display monitors on the market. what happens is that the EDID information is not reliably reported by the monitor when it is connected. Often the display adaptor device driver will correctly detect the monitor information, and you end up with the confusing scenario of the monitor reporting in Windows that it is generic plug and play, but reporting in the display adaptor controls as the correct make/model.The solution is to install the correct monitor device driver, then uninstall/reinstall the display adaptor device driver. That usually gets things working as they should be.The problem is commonly found with less expensive 6-bit display panels, but it is not exclusive to just those panels. Monitor device drivers can often be difficult to locate, and you at times need to source one written for an earlier windows version and use that. With an appropriate driver installed, the monitor will report its correct make/model in Windows display properties.

If possible, please also capture a screenshot on this: Capture a screenshot ============== 1) Press the Print Screen key (PrtScn) on your keyboard. 2) Click the "Start" menu, type "mspaint" in the Search Bar and Press Enter. 3) In the Paint program, click the "Edit" menu, click "Paste", click the "File" menu, and click "Save". 4) The "Save As" dialogue box will appear. I had the same 59hz problem with Windows 7......lots of people are. I finally found a fix today. You create a custom resolution and manually set the refresh rate to 60.001. For me this was not the case. Irrespective of whether or not it resolved this specific issue it's still a worthwhile move to ensure that the monitor is being correctly identified within Windows itself as well as by the display card driver.For the record, I also checked on a machine running an ATi based display card (HD 4350) and found the refresh rate correctly reported as 60Hz in both locations. I'm interested to hear the results of the registry edit(s) mentioned above.:)

Well I got them all reset to 3c... at least the one I could find including the ones you recommended. I found some in some other places that also seemed relevant. and after the first set of changes had no effect I decided to mess with those too. every vrefresh that had the data 3b that I could find I changed to 3c. it seems to have had no effect on y system thus far. I did notice something interesting in other places though that may or may not be relevant. (I should mention I only know enough about using regedit to break my computer and remove trojans and the like) in this location there is also a hex for the vrefresh HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Hardware Profiles\0001\System\CurrentControlSet\Control\VIDEO\{F92BFB9B-59E9-4B65-8AA3-D004C26BA193}\0000\Mon12345678 I'll link a picture but you'll notice that the data is currently just set at 1. not sure if this has anything to do with my issue but i thought I'd point it out. if I am incorrect I would love a brief explanation of why and what those keys do. VicLe, it strikes me, on re-reading this thread, that all the attention has been focussed upon that misreported refresh rate and "windows.. windows... windows...."It might be stating the obvious, but have you actually tried using the monitor's own OSD controls to correct the letterboxing? Pressed the monitor's 'Menubutton and then used the size/position/geometry controls to correct the onscreenimage?I've had to do that on one machine here, which exhibited a somewhat different frustrating behaviour after Windows 7 was used on it. The machine here would bewildering move fullscreen 3D apps to the left, creating a black bar at right of screen and the left portion of the image unviewable. The machine hadn't exhibited that behaviour previously, under earlier versions of Windows. The monitor hadn't displayed that behaviour previously, when connected to different PCs. It's probably something to do with the interaction between Windows 7 and these rather early driver revisions offered by ATi. But who gives a ****, when all it takes to correct it is to extend an index finger to the buttons on the monitor, and dance them about a bit to correct it? I hadn't even thought about it again until just now, when I reread your forum thread!Hence this post, in case it hasn't occurred to you to extend an index finger and dance it about a bit on the monitor's control buttons!Cheers.

Thanks for the good advice. this was one of the first fixes I tried. I've had that happen before though (with other monitors.) Unfortunately I'm out of options in the monitor's control panel. I just dont understand it. I'm not sure If I mentioned earlier but It should be know that when I run world of warcraft something about the way it handles the display forces the screen to re size properly. Ths is not an issue for me seeing as I actually play wow, but there are other users of this pc that dont. So far my fix has been to tell everyone that uses to pc to run wow after login. what a joke of a fix... When I did IT had I presented a long term fix like that I would have been laughed out of the office.... (Edit: note on tone. the coments made that could be construed as negative were directed twards myself. so far everyone here has been very helpful )

Not that come to mind for me, mate. I simply think the ATi display drivers for Windows 7 need further work. I'd keep an eye out for newer revisions, and maybe even submit a customer feedback report.

Ronnie, Thank you for the link. It's nice to see that this is almost being acknowledged. In reality though this is still an issue for me and just ignoring it as the article suggests is not an option. There are people out there that need their settings to report at the number they always have to run their hardware properly. I think it would be fair to say that 59.997 is still much closer to 60 than 59. It seems that almost every tech forum has a thread where people mention that this is more than just an issue of neurosis. This was not an issue with vista with the most up to date drivers and it is with 7. can it really be that both ATI and Nvidia just dropped the ball and didnt write updates fast enough to keep up with the MSFT release. I know that this issue wasn't seen in the 7 beta but the RTM did have it. Where is the communication gap? If I was still using Linux I would have had this fixed by now.

Tigger, thanks for bumping this thread. I've still been looking for a fix myself but have yet to come across a solution. I wish I did not have to run world of warcraft every time I log in to my user just to make my computer truly usable. I'm still open to any suggestion from anyone.

Weird, my Samsung monitor also always shows 59 Hz but it doesn't have any problems. I guess I'm lucky but if there is an answer I would also like to know just for curiosity's sake.

GOT IT FIXED!!! Adjusted the scaling options to overscan all the way. It's funny, at AMD they refer to this issue as a bug in Win7. obviously this fix will not be the solution for everyone. I'm just glad to have my computer be able to boot into Windows and not look like the WTF Truck ran over my res. Tigger thank you for bringing this thread back to life. Good luck with customer service. At least this issue caused me to get my butt in gear and get my cp set up to dualboot into ubun*u. Now that I have this solved I think I'll start contributing to a reimplementation of the Win APIs. JKLOL! Hey At least I dont have to put up with Steve Jobs' BS regarding DRM and hardware restrictions. And when Windows gets me down I can just boot into a good ol Debian derivative. Thanks again to everyone for who took time out of their lives to help me fix this. Life Without Walls ;P
