You have purchased a second hand laptop?What make and model?What disks came with the laptop?Have you tried booting into safe mode and selecting the Administrator? It may have a blank password. yes its a second hand its an aspire 3690 no disks. tried the booting to safe mode and it still does not work. cant find the person who sold it to me. and is there a way to delte the computer and restart.. ??????

An Acer Aspire 3690 was sold with eRecovery which means that there should be a recovery partition containing an original copy of the operating system at the time of the original purchase.
