Are you able to open Internet Explorer App from start screen?

More data is needed. Is it new or persistent problem? What had you been doing before it has started?

What browser do you mean? How have you tried to fix it?

Sometimes there may be instance running, however you do not see it (visible only in Task Manager).

Hi,

Do you mean you could not open IE? If IE 11 wont open in the Windows 8.1 Start Screen, you may open internet option, under Programs, in the Opening Internet Explorer use the drop down arrow and change it to: Let Internet Explorer decide.
