Use Windows 8.1 Enterprise Edition Japan language.
Run the generalized sysprep  of this environment, language  provisioned store app from Japanese to changes in English.

How did you run the Sysprep?
You must use an unattend file with CopyProfile=True
Then Sysprep /Generalize and your language will not be changed. (Checked with Swedish Language)
If you haven't used any unattend file with custom settings (you can specify input locals, regional settings etc in unattend file), system may have used fall back language which is English.
