when i try to start a hosted network without a internet connection this message appears

the wireless local area network interface is powered down and doesn't support the requested operation.

Hey had the same problem the solution was a simpler one. One only need to go the Network and Sharing Center (Control Panel> All Control Panel Items> Network and Sharing Center). Then you have the last point as "Troubleshoot Problems" on that page. Just click on it. Select Network as "Network Adapter". There select "WIFI" as the type. Complete the procedure and try netsh command again. Hopefully it will work by now.
