If you have 100% decrypted the drive, bitlocker is no longer valid.
Sounds as if you have some other permission issue, dont know sorry.
Try standard checkdisc route.

Hi ,
To check if the drive is fully decrypted, please use manage-bde status to export the Bitlocker status and post it here.
Do you use an external hard drive?
If so, I suggest you reinstall the external hard drive driver and test the issue.
1.Plug in the external hard drive, click Start, type devmgmt.msc in the search bar and press enter to open Device Manager.
2.Expand the USB list, find the device, right click Uninstall, disconnect the external USB hard drive, then reconnect the drive and reinstall the driver.
Hope it helps.Tracy Cai

Hi ,
The result indicates the drive is still BitLocker-protected.
Use the following command to decrypts the drive and turns off BitLocker.
manage-bde -off

Hi ,
According to the error message, it will occur if you do not have a separate active system partition on the operating system drive.
To enable BitLocker Drive Encryption on the operating system drive, a separate, active system partition is required. The system partition contains the files needed to start the operating
system, and the partition cannot be encrypted. In Windows 7, a separate, active system partition is created automatically. However, in some rare situations you may need to manually prepare the drive for BitLocker.
Please see this KB article:
http://support.microsoft.com/kb/2019926
Use the following bdehdcg.exe command line to create a system partition for BitLocker.
For more information, see the BdeHdCfg.exe
