How did you open it? It's confused about your situation. If it's possible, give us a screenshot of yours.
You also could access Internet Options from Control Panel (Icon view) to have a try:
Meanwhile, check the Zoom setting of you Internet Explorer:
I don't know how to do a screen shot..I will explain my problem.when I open my home screen/page, up on the top is the men bar. Under tools I click on Internet options, a large box opens, its about 1/3 the with of my screen BUT its length is from the very top of my screen all the way to the very bottom of my screen. On the bottom of this box are the words APPLY CANCLE OK... The problem is that those words are behind the bottom tool box/tray. I can see them thru the tool box bar BUT NOT ABLE TO CLICK ON ANY OF THOSE COMMANDS. IE: Apply, Cancel or OK
Question How do I shorten the Internet Options BOX ?so it wont be behind that lower tray color band? Thank you

Was it fine after make the Zoom to Default (100%) and accessed through Control panel?
Did this too big windows appear only for Internet Options or other window?

Something odd is happening then. Compare what you see if you open Internet Options this way:
Run... e.g. press Win-R and enter: control.exe inetcpl.cpl
Do you still see your "large box"?
