Typically, you create a VPN connection with a network that is accessible via the Internet and is not part of your local network. It is possible to create a VPN connection to a VPN server that is on your local network, but that really isn't practical. I've done that only for testing purposes. Can you give more details as to exactly what you are trying to accomplish? Describe how you imagine the vpn connection would work and maybe we can help you set it up.

This will help with the explanation: http://en.wikipedia.org/wiki/Virtual_private_network. You must have an existing connection to make a virtual connection. Hence the name. Here is another link that may provide a clearer description: http://computer.howstuffworks.com/vpn.htm.

Hi, I suspect that the modem is not compatible with Windows 7 beta. If the modem does not work, and you do not have router to dial to Internet instead, the computer could not communicate with any resources from Internet. Therefore, the VPN connection that need to be connected via the Internet connection cannot be used. Arthur Xie - MSFT
