FIX: Computer stops responding when the Mscorsvw.exe process starts in the .NET Framework 4

run this command in cmd as administrator

c:\Windows\Microsoft.NET\Framework\v4.0.30319\ngen.exe executeQueuedItems       
schTasks /run /Tn "\Microsoft\Windows\.NET Framework\.NET Framework NGEN v4.0.30319" 

On a 64-bit operating system, add:      

c:\Windows\Microsoft.NET\Framework64\v4.0.30319\ngen.exe executeQueuedItems       
schTasks /run /Tn "\Microsoft\Windows\.NET Framework\.NET Framework NGEN v4.0.30319 64"

I fixed it.

There was another mscorsvw.exe on my computer. I had to delete it and then click on C:\Windows\Microsoft.NET\Framework\v4.0.30319\ngentask.exe and ngent.exe for everything to reset.
