Do you have software by the name of PC Doctor installed? It may also have been installed as software that came with the Dell. Consider checking Add/Remove Programs for such software, or check Dell's site for an update. Consider reinstalling the software. Or, use Sysinternals Autoruns to disable the pcd.exe program from starting with Windows or when you log in.
