how to prevent users from login to windows 8.1 or 10 with live account (hotmail) , and just allow them to login with domain account . (just login to a domain computer by a domain username and password ) and how can i do it on group policy ?

If we want to deny login on the specific PC, disable all local users in the following path: 

Computer Management->Local Users and Groups->Users
