international calls from windows technical support are they bogus?

I have had 20 plus calls, they all ask you to sit in front of you computer, they are from windows technical support, you have an online infection, and your computer will fail unless you do the upgrade, I asked for his contact details... as I thought he
was bogus he said yes ROKI 800 18008485321, are these genuine?
