If it keeps re-installing it probably does not get installed correct, do get any errors in the evenlog? Have you checked windowsupdate.log file?

You could download the offline version and try manually updating. It sometimes helps at least troubleshoot what may be causing the error versus the suppressed installation via WU. Another idea is to check the event logs and see if you see any notes in there.
