importing /exporting local policy settings

Does anyone know how I can export and import local policy settings, I work in the IA side of the house and would like to speed up our process versus locking down our local policy settings manually. We tried using an inf file but ran into errors which
locked us out of the GPO settings completely. I saw that secedit is possible, but these are on Windows 7/Windows XP systems. some are standalone and some are peer-to-peer. any help will be greatly appreciated.

Are these computers in a domain environment? What are the operation systems on server site and client site?
