icon appears on taskbar for a split second and event viewer shows ID: 10000 + 10001 at the time of icon flash

I need help getting to the bottom of this, not sure why it's happening, or when it started happening, maybe a week ago...

I get a seemingly random icon flash on the taskbar for no more than a few miliseconds, so i checked event viewer to track down what was happening and the only thing i can find is 2 events in the subcategory Application that states the source as RestartManager and the event ID as 10000 and 10001, these both appear every time the icon flashes on the taskbar

I think this issue is also causing fullscreen flash vids to show the taskbar and a loading circle on the cursor... also Battlefield 4 likes to get a black screen then when i alt-tab i'm back to the game without any crashing or any error besides this ominous black screen

Hi,

Is this problem just occurs on specific application icon? Would you please provide the detailed information of Event Viewer error?

According to your second paragraph description, this can be caused by Graphic Card driver, please try to reinstall it for test to fix this problem.

On the other hand, next time when icon flash problem appears, please try to restart the File Explorer for test.

I turned off error reporting(?) and the problem went away... every time the events ID:10000 (starting session xx) and ID:10001 (ending session xx) cycled it was showing up, and if i was in a game it was minimizing it or in battlefield 4s case causing a black screen that required alt-tab to get back to the game, and it was also causing the taskbar to appear in fullscreen videos (forcing focus change because of the flashing icon?).

The icon itself was something i hadn't seen before, it flashed to the right of my normal icons (that don't have errors at all) for just a split second, i couldn't make out what the icon was either.
