For encrypted files, you should have the key / pwd needed to decrypt them.
Other way to proceed is considered as illegal.

That would depend on your jurisdiction, but it's rarely illegal to break
encryption with the permission of the owner of the file. In other
words, if he wants to decrypt his own files, doing so (regardless of
method) tends to be legal.

I mean that the use of 3rd party tools for decryption is considered as illegal.
Like I said, you should have the key or the password to decrypt.

That's what you said, but it's wrong. Decrypting with the primary tool
or with third party tools doesn't matter, what matters is authorization.
If he's authorized to have access to the files then under most legal
systems, he can freely decrypt them with the tool of his choice. If
not, then even using the primary encryption tool to decrypt with the
password is likely illegal.
As always, check with lawyer for specific advice based on your
jurisdiction.
Like I said, you should have the key or the password to decrypt.
Unless he lost it.

Hi,
If the files have been encrypted by someone, there are two ways to see the encrypted files.
1. Decrypt by the owner
2. Import or install the certificate which is provided by the owner.
It is not recommend to use third party software to recovery the encrypted files.
