Norton may be involved in the inability to successfully run the command. When you run chkdsk /f on the C drive, you should be asked if you want to schedule the disk check for the next time the system starts. Choose to do so, and reboot. Does the disk check run if you don't cancel it? If so, things are working as intended - let chkdsk complete and see what it says. If not, then consider removing the Norton and see if that impacts the behavior to let the scheduled disk check complete successfully.
