According to your description, the hyper-v works sometimes and sometimes it doesn`t .Changing the DEP settings will make it work .
When did this issue occur ?Have you made any midifications to the machne or installed any third party software before the issue ?
To use the hyper-v ,the DEP is necessary .I suspect there is a third party software conflict here .
When the issue occur ,we can use the follow command to check the status of the DEP .
"wmic OS Get DataExecutionPrevention_Available"
If the output is true ,DEP is available .
We also need to run "wmic OS Get DataExecutionPrevention_SupportPolicy" to check the present DEP policy .
2 OptIn (default configuration)
3 OptOut DEP is enabled for all processes.
1 AlwaysOn
0 AlwaysOff
When the issue occured ,we can perform a clean boot to have a troubleshoot .

Is there any unusual log recorded in the Windows Logs \Application ,system of Event Viewer?
