I have searched through the forums to resolve the "Hypervisor is not running" error. I know that I have everything set correctly because it does run.

My problem is that to make it run I have to change the DEP setting from "DEP for all programs" to "essential" and back, with restarts, to get the hypervisor and the emulator to start every single time.

Is there anything logged in the Event Viewer (Applications and Services Logs, Microsoft, Windows, check for Hyper-V related )?

Have you tried to set the bcd for the hypervisor ?
Please run this command as an administrator and then reboot to have a check :
bcdedit /set {current} hypervisorlaunchtype auto

Considering changing the DEP settings will be useful ,we also can run the following command as an administrator to turn on it and then reboot  to have a check :
bcdedit /set {current} nx AlwaysOn (turn on )
bcdedit /set {current} nx AlwaysOff(Turn off)
