We can test some actions to try to resolution this problem:
- login as another local user and check if the functionalities started to work.
- You can also try a custom theme, where you can put all your prefered settings.
- Check the updates from Windows Update (in Control Panel), apply all and reboot the computer.
- Finally, check the event logs on "Event Viewer MMC" in "System", looking for any error envolving this.
If you are in enterprise network, ask your network administrator if exist any "Group Policies Objects" applied on your computer. You can use the comando "gpresult /r" to see some information about this.
