how to restrict  users to use laptops and windows after working hours even if they were out side the company

hi all
my questions is:
i have a lot of users have window 7 on their laptops all of them is joined my domain but some times they take this laptops out side the organization and use it for personal issues

i want to restrict them to use laptops and windows after working hours even if they were out side the company
i tried to apply policy to specify login hours on domain users account it work only when they are connected to domain ,and when they take the laptops out side they can login with out any restriction
i tried net time command and some application but all of this only valid on local users not domain user
need you help as soon as possible please

how about a vbscript which forces a shutdown on login if it's outside your desired hours.
But honestly it's a bit perplexing. If you want that level of restriction, I'd think it's better to just not give them the laptops to take home.
If you had it set by policy they could still login with the cached account unfortunately..PLEASE MARK ANY ANSWERS TO HELP OTHERS Blog:

There are many possibilities to modify computer functionality. Better way to prevent people from accessing network/Internet at home is disabling neworking by scheduled task (with SYSTEM account). However the wakeup in the morning by another script may do
more problems and helpdesk calls.
From the security point of view I consider optimal VPN or DirectAccess while ALL traffic to Internet is restricted by internal company firewall and no other public traffic is allowed.
BTW there is anothe trend BYOD which can be even higher challenge.
