Yes, there is,the easiest was is to hit the "Send Feedback"link which is beside the minimize window button. Sending the feedback through that, puts it directly into the database so that the dev teams can get to it easily.

There is also an icon on the desktop for the feedback app like thingy.

Hi IncogniteGo to Start and select Help and Support.
In Help and Support search for Problem Steps Recorder.
In the results, click on the How to use the Problem Steps Recorder.This is a new component available in Win 7 that solves the problem of trying to describe a problem to support personnel.Hope this helps.

Unfortunately, the links in the Offline Help attempt to launch an executable named "UAR.EXE", as can be seen if you peruse the html source of the help page content. Since UAR.EXE doesn't exist, nothing happens when you click these.
Furthermore, if the help viewer has Online mode enabled, there are 0 results for these search terms.
The correct executable is "PSR.EXE", and this can be launched from the start menu by searching for the word "Problem", and selecting "Record steps to reproduce a problem". Alternatively simply use start-->run-->psr.exe
