I tried it and received a message;the password does not meet the policy requirements. Check the minimum password length, password complexity, and password history requirements.

I had this problem when I removed a computer from our domain and it the local accounts I had no longer were administrators. An easy fix for this is to boot into safe mode and the administrator account will be accessible. Then you can log in as admin and change the user rights for the other profiles.
