Hi, is there a policy to "not" allow a user to shut down the system. I only want some users to be able to log of, but not to shut down. Regards Rainer

Yes, if you open Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment there is a setting called Shut down the system. Here you can specify who is allowed to do a shutdown.
