I was having trouble with my keyboard, so I went into safe mode (using F8). Now th he keyboard still isn't working and neither is F2 or F8. I am stuck on the safe mode start screen.

Once you are in safe mode it is already too late to get into BIOS.  You need to use a key combination ON BOOTING so  you  may need to get another keyboard to accomplish that if the current one is not working for some reason.

Restart and during booting try a key combination as suggested like  Fn + F2 . You may attach an ext. keyboard for this to accomplish.

You can use the arrow keys on the keyboard to navigate until you get into BIOS and find out what the problem is

Some hardware details might have helped.  E.g. what about booting your bootable recovery media.  Do you have a working keyboard then?  Then I imagine you could use your keyboard then to change what is happening during a normal boot.  Another example, my wireless keyboard sometimes becomes unrecognized by W8.1.2 after an update.  The reason is not the keyboard but the powered hub that I usually plug the wireless keyboard's receiver into.  In my case I have Touch for a workaround but it also worked to plug the wireless receiver into a different USB port (specifically into a Surface tablet's only USB port) and then the keyboard worked also.  So, if you are rushing out to replace your keyboard, I think that could be premature without further diagnosis.
