Hi Jason,
The super users specified there will be the initial super users for this installation. You can add more super users later using Group Chat Admin Tool. The user name of the installer automatically appears in the Find and Add a Super User box. To add this user name to the Super User page, click Add. To add a different user to the Super User(s) page, specify a SIP Uniform Resource Identifier (URI) or user name, and then click Add.

One of my Team member Akshay had a similar query. We tested in lab and found the below Steps to Add\Remove Superuser from Group chat Admin Tool.
To Add a Super User, in the Group Chat Admin Tool
1. Click on File
2. Select Manage Users...
3. In the "Manage Users and User Groups" Window, Click on Find Users and User Groups. (Left hand bottom Corner)
4. In the Search For: Type the user name and click on Search
5. Select the user in the results pane and click on Manage. ( Right hand bottom corner)
6. In the "Manage User Pane' window, Click on Permissions Tab.
7. Uncheck "Inherit permissions from user group"
8. Select the below options and click on OK
Can upload Files
Is a user Administrator
Is a Chat Room Administrator
9. In the Manage Users and User Groups window click on "Show Administrators" and select Refresh.
10. You should be able to see the Newly added Super user under Administrators.
To Remove a Super User, in the Group Chat Admin Tool
1. Click on File
2. Select Manage Users...
3. In the "Manage Users and User Groups" Window, Click on "Show Administrators"
4. In the Select the user that you would like to remove and click on Manage.
5. In the "Manage User Pane' window, Click on Permissions Tab.
6. Select "Inherit permissions from user group"
7. Make sure that the options shows as below click on OK
Can upload Files : Yes ( Note: Depends on the normal user permissions)
Is a user Administrator : NO
Is a Chat Room Administrator : NO
8. In the Manage Users and User Groups window click on Refresh.
9. You should not see the user as an Administrator.

I was able to follow the steps listed above, but when I went to change my level of access, I got a "Cannot save user details: [202] User: <sip:user@company.com. does not have admin permission.
I've given myself domain admin rights, and put my account into the RTCUniversalServerAdmins group and still, I get the same message.
And now I've also added myself to the RTCUniversalUserAdmins group and still nada.
