how do i temporally dis-able the fire wall in order to load a certain web site?

Open Security Essentials, go to the settings tab, real-time protection, uncheck real-time.Just remember to turn it back on later.Doc

You should not have to disable the firewall to access a website and doing so exposes you to certain risks.
