frontpage 2003 and windows 8.1

I have a new computer which came with Windows 8, upgraded to 8.1. I just bought FrontPage 2003. I get near the end of installation and a message arrives: 

Error 1919, ODBC Data Source, looking for Visual Fox Pro Database ODBC error 6, component not found in registry, verify that Visual Fox Pro Databse exists and that you can access it

Is there an incompatibility? If so, is there anything I can do to make FP2003 work.

According to the Microsoft Windows Compatibility Center, FrontPage 2003 is not compatible with Windows 8.1
