failing when scaling: tiny icons and fonts on High-DPI screen

I got the new Dell XPS 13 (2015) with a QHD+-Touchscreen (3200x1800) and Intel HD Graphics 5500.

All the Microsoft Apps (Office etc.) as well as the Windows UI are working fine, but some third party programs, like Eclipse, TexStudio (LaTeX-Editor), Fritzing and Geogebra seem to be not affected by Win 8.1s High-DPI scaling: they still got tiny, almost invisible, UI icons and small fonts. 

I know some programs lack copatibility for High-DPI displays, but shouldnt their UIs be at least scaled up to "fuzzy/blurry text and icons"? Is there an alternative to scale them up (especially their icons, font size is usually alternable), without having to lower the display resolution?

Edit: Saw my problem already mentioned on the forum. Someone stated, that some applications are faking their high-dpi awareness and therefore scale-up is failing. But couldnt these feigning programs somehow be "exorcised"?
