excessive delay between the time when an OS function or program is initiated and when it executes
I recently performed an Upgrade installation of Windows XP Pro (Genuine, bought and paid for) from a Microsoft CD. This was not a full (new) installation. The installation was successful. However, there is an excessive delay now between the time when an OS function or program is initiated and when it executes, up to two minutes long. This occurs only with Windows functions. Once a program is running, it performs with normal speed, unless that program calls up another OS function, in which case the delay will be up to two minutes. Any and all Windows functions that are called will result in a two minute delay time. This includes even any GUI execution such as a Windows menu or calling up a Windows Explorer directory, even calling up the Start Menu. And the Task Bar too. If a change occurs on the Task Bar, I will have to wait two minutes for the change to show, during which time I cannot do anything else. Even If a process requires the execution of multiple functions in series, the delay will be up to two minutes for each function, resulting in a long wait time that is frustrating and unacceptable. The execution of shutting down Windows involves a two minute delay for each function: Start> Turn Off Computer> Shut Down. And during the Shut Down process, any processes running will not shut down but will have to be manually exited. During this two minute delay, the hardware (activation lights) does not indicate any process is happening. After the two minute delay the function will execute fast. What could be causing this two minute delay between initiating any OS function and its execution? Is there a setting or configuration anomally that I can change? If the problem is in the Registry, I feel competent to edit it. Any help or suggestions will be appreciated.1 person needs an answerI do too

Now, I know you MVPs have had this question asked many times in many different forms ("My PC is slow. Can you help?"). But this one involves a two minute delay in executions, a problem that occurred immediately following a successful XP ProUpgrade install to an existing XP Pro from a Microsoft installation CD. So, I assume the two minute delay problem was caused somehow by the installation.There is no malware on my PC having just run Malwarebytes, MS Malware Removal Tool and Spybot.There are no processes running in the background.Thank you to every MVP for all you do.

By the way, this two minute delay between initiating a call to a Windows function and when it executes does not happen in Safe Mode.
